I see "-cpuuinits" qemu option in source code, 
also I see it not an "official" qemu option, it come from a patch fairsched.diff


but i'm talking of using cgroups. (that the way that libvirt use)

normally yes, that's the beauty of cgroup, it's work with any process.
But it'll make tests to be sure ! (if think cgroup support is new in openvz, so not sure vztcl put cpuunits in cpu.shares)
