PVE vs PBS incoherence 2FA permissions

Hi all,

I just noticed that in PBS 3.0-4 and 3-1-2 an user with Admin role can 
manage root at pam user 2FA from GUI.

This is not allowed in PVE 8.1.4 nor 7.4-3 for a user in a group that 
has Administrator role. I had to login by SSH and reset root at pam user 
2FA with pveum.

I think it would be better both PVE and PBS to behave the same...
