VM startup fails ("got timeout")

Hi to this group.

I am looking for some help with the following issue:

Running PVE 7.2-7 (the issue happened on that system before with earlier 
PVE 6.x versions), the first VM to start up (Start at boot, order=1, 
up=120) fails to start after the entire server has been down (i.e. power 
outage) and is freshly started.

The other VMs are starting fine later in the process. Once we are aware 
that there is an issue, we can start the VM either by CLI "qm start xxx" 
or GUI without problem. There must be a timing issue which we cannot 
figure out yet.

Below is (shortened) reported error. Happy to post the complete message 
if helpful.

I do not understand for what resource there is a timeout.
