[PVE-User] cpus assign when creating vm or ct.

Hi guys,
Mi pve node shows:
CPU usage
  0.53% of 24 CPU(s)
 Meaning I have 24 cpus available.
In order to follow best practices , I would like to know:
If I create a vm or ct , should I assign those 24 cpus  ?
If not ;
Then if I create a vm or ct and assign 4 cpus , it means im adding load
only to 4 of 24 cpus and wasting 20 cpus ? is this ok ?

Any thoughts about this would be greatly appreciated.
