Have you had a look at
https://pve.proxmox.com/wiki/Nested_Virtualization
yet?
I have used this in the past to simulate a proxmox cluster on one proxmox
hypervisor (purely for research), it worked for me, I could run vm's on the
hypervisor vm's.
