[PVE-User] Unable to provision a virtual machine on local storage by cloning a template from a shared storage

This definitely should be possible as long as you have selected in the
"Datacenter" -> "Storage" -> "Local SSD storage" -> "Enable:yes" ->
"Nodes:all" -> "Content:Disk Image,Container" .
