Debian 9, it’s work with cloud-init 0.7.9

It’s need to be modify interfaces conf:

root at debian9-01:~# cat /etc/network/interfaces
# This file describes the network interfaces available on your system
# and how to activate them. For more information, see interfaces(5).

source /etc/network/interfaces.d/*
