Yes, by default pve will use the ip addresses specified there for cluster,
vm live migration and management.

Yes, but management as well...  I think you'll have to do the opposite, so
configure as pve01 and pve02 the ip addresses of the management network.
Then, as previously mentioned by the others *separate* the cluster ring
group and the live migration traffic by using the /etc/pve/datacenter.cfg
file. This is my understanding at least.
