hi,

as i already wrote on August 14 
(https://pve.proxmox.com/pipermail/pve-user/2017-August/168672.html)

usb hotplug currently does not work because of some restrictions 
regarding live migration

so for now, if you want to add usb devices with our tools,
you have to power the vm off and on again
