ACK, but the problem is tricky:

/etc/sysctl.d/pve.conf was changed to /etc/sysctl.d/pve.conf/sysctl.conf
and is ignored.

Have a look at Manual page sysctl.conf(5): /etc/sysctl.d/*.conf
