[PVE-User] VNCWebSocket returns invalid ticket

AFAIK, yes, I tried only once and it worked with the cookie.

Use an extra user which only has access to the VM console (VM.Console is 
the permission IIRC), as setting the access cookie let's the user log in 
in the interface.
