[PVE-User] Reboot after network configuration modification.

In you case, I would:
# cp /etc/network/interfaces /etc/network/interfaces.old
# mv /etc/network/interfaces.new /etc/network/interfaces
# ifup bondX
This works OK. Not every network change is trivial like this, and many
changes can be disruptive for the VMs if applied without a reboot.
