[PVE-User] Number of cores per VM best practice

How much impact will over committing VM cores have?

e.g, I have a Server with  aIntel E5-2620 (1 Socket, 6 Cores, 12  logical
Cores).

If I run 5 VM's with 4 cores each for a total of 20 cores, obviously it
will effect performance, but will it be a huge drop, or just a percentage
decrease?
