[PVE-User] explain cpu usage

Hi all,
I'm using pve 3.3 with kernel 3.10; six nodes in cluster without HA, only
for simple manage.
I've Dell Poweredge R415 with dual Opteron 4284 and 64GB of ram; anche VM
are in raid1 of SSD Samsung 850 PRO.

Now, the problem:

atop: 600% user cpu anche 600% guest cpu..

Are normal this value? Two VM have 7core (1socke/7core) and cpu host.

When same software run on same hw not virtualized load avg still < 5, why?
No io wait with ssd :)
