[PVE-User] Proxmox doesnt mount /etc/fuse device to /etc/pve

Hi All,
When i reboot the proxmox server i couldnt view and enter proxmox web
interface.
After checking logs
~# tailf /var/log/daemon.log
Oct 29 15:31:13 said pveproxy[6817]: worker 6832 finished
Oct 29 15:31:13 said pveproxy[6817]: starting 1 worker(s)
Oct 29 15:31:13 said pveproxy[6817]: worker 6841 started
Oct 29 15:31:13 said pveproxy[6841]: /etc/pve/local/pve-ssl.key: failed to
load local private key (key_file or key) at
/usr/share/perl5/PVE/HTTPServer.pm line 1306
Some googling i found that my /dev/fuse device didnt mount to /etv/pve .
~# ls -al /etc/pve
drwxr-xr-x 4 root www-data 4096 Oct 29 15:30 .
drwxr-xr-x 82 root root 4096 Oct 29 14:46 ..
When restarting pve-cluster ,
~# service pve-cluster restart
Oct 29 15:41:44 said pmxcfs[7095]: [database] crit: found entry with
duplicate name (inode = 000000000000005F, parent = 0000000000000053, name =
'qemu-server')
Oct 29 15:41:44 said pmxcfs[7095]: [database] crit: DB load failed
Oct 29 15:41:44 said pmxcfs[7095]: [main] crit: memdb_open failed - unable
to open database '/var/lib/pve-cluster/config.db'
My question is that how can i mount /dev/fuse device to /etc/pve and how
repair config.db file ?
# pveversion
pve-manager/3.1-3/dc0e9b0e (running kernel: 2.6.32-23-pve)
