[PVE-User] VMs shut down instead of reboot

I am using OpenVZ and the 
centos-5-x86_64-default-5.5-20101104.tar.gz
contributed template. 

I set up two machines, one with the venet
network driver and the other with the veth
network driver. Both act the same way.
