Are you trying to do an online (live) or offline migration?  I don't recall exactly what terminology is used in the web interface.  Live migration of containers is somewhat broken in 2.6.24... that really isn't Proxmox VE's fault but OpenVZ's.  I haven't had any problems with offline migration.
