[PVE-User] Stopping the system (0.9) caused qemu service does notstop

At shutdown, pve sends an shutdown event (ACPI) to all VMs. If the VM
Supports ACPI it will shutdown correctly.

PVE waits until all VMs are stopped, but no longer than 3 minutes.

After that time pve kills all remaining VMs and shutdown the host.
