Hmm, libtest-mockmodule-perl is OK, but which packages need:
libarchive-dev
libgpgme-dev
libcurl4-gnutls-dev

Because while adding it additionally here is OK for me, I'd rather have them
in the packages debian/control file as Build-Depends recorded.
Quick search over our most common packages did not show any result for the above
three, but I checked not all possible Stretch packages we have a build for
(e.g., criu, or ceph).
