My two cents:
I had a look at how Centos 7 handles the issue, and they treat it the
same way as Debian (journald in memory, persistence via rsyslog )
Also rsyslog has priority 'Important' in Debian, which means it is
always installed and removing it could make the 'on-top-of-debian'
installation way problematic.
As a side note from a oldtimer sysadmin perspective, I am a bit afraid
to see /var/log/*.log disappear all of a sudden.
So IMHO we should rather leave rsyslog present at least for this release.
