[pve-devel] qemu-server : don't unplug nic on update

I want to upload test packages to pvetest ASAP, so we need to get a stable release.
So I disabled default hotplug for now - it is simply not stable enough.

But if you can get that stable it would be a great addition for the 3.0 release.
