[pve-devel] add scsi boot workaround

This add a temporary workaround for boot on lsi controller.

if /usr/share/kvm/8xx_64.rom exist, add option-rom and bootindex ont it.
if not, normal behaviour, add bootindex on device

So it won't break current implementation and users are free to add the rom or not.
