[PVE-User] * this host already contains virtual guests on fresh box

Hi guys, I was trying to create a cluster and add a node to it
I have my main box (172.30.6.254) with a lot of  vms and containers running
there.
I created a cluster in my main box.
Then on my new fresh box (172.30.6.253) , tried to join to created cluster
but got the message:
* this host already contains virtual guests
and can not continue.
Why is that happening? my server is new and empty.
Have been looking but can not fix it.
Any suggestions?
