I am not sure whether I understood the question, but I'll try:

The pve-user mailing list (this one) and the community forum are open 
for everyone. Users with a valid subscription can get a badge on the 
forum that showcases this status.

If you want/need private/direct support with guarantueed response times, 
you should buy a subscription with the appropriate level for your needs.
