They appear to support Microsoft Hyper-V. Why not run Windows Server on Hyper-V on Windows Server on Proxmox?
You will need to enable nested KVM (AMD or Intel), if it is not on by default.
Create a Hyper-V virtual machine with Windows on your current Windows VM, and install it there.
If this is only their license server, you probably don't need a lot of CPU or RAM, or anything much.
