That's the normal behaviour afaik.
That's because stopping network service causes network tap interfaces,
connected to bridge(s), to be deleted.
So it's as if there's no link between your machine and your bridge..

See brctl command...

Why should you stop/restart network service on the host?
If you need to change/add/remove ip address you could always use ip
commands on-the-fly..
