You need to 'steal' the VM from that node. Please note that you need
to be absolutely sure that the node is down.

Then run

# mv /etc/pve/nodes/<dead-node>/qemu-server/<vmid>.conf
/etc/pve/nodes/<new-node>/qemu-server/

Note: HA manager can do that automaticaly
