[PVE-User] Set IDs per Node

Common idea of the cluster is that the VM can run on all cluster hosts. And the VMID is fixed assigned to the vm. So the first migrate would destroy your order anyway. But you can for sure write a script testing a specific range for existing VMID and use this one.
