[PVE-User] migrate all for other users too

Hi

For all the new features I have asked or mentioned bugs, I found another 
one:

If I'm using account which is created for real PVE, then I could not use 
"migrate all" function, despite the fact that I have Administrator 
account rights.

And how to efectively use parallel jobs for migration? I can only 
migrate 1 VM at time.
