[PVE-User] Change pveproxy to tls1.2

As stated into pveproxy, you can setup a cipher suite (OpenSSL method),
like any Apache2 or whatever into /etc/default/pveproxy
I began to put a bunch of templates into my new GitHub's repo, see it
