[PVE-User] limiting total bandwidth in a month.

i know vertical limit of bandwidth is possible i never tested it yet
though, however what i want is to apply horizontal limit. is it possible to
limit a VPS that a VPS must not go beyond 100GB in total traffic
calculation until i reset or increase the quota.
