I used a Dell C6100 4-node 2U chassis to build my cluster.
They're available on eBay or from various refurbishers for around $1000
per system, or $250/node, including 3 x 250GB HDD *per node*. 

I've
been getting mine from "MET: The Server Store"
(http://theserverstore.com/), where they satisfy "Good" and "Cheap" on
the good/cheap/fast triangle :-). And actually, they're not *that* slow
at getting product to me. 

I've been getting each node filled with 48GB
RAM and 3 x 250GB SATA HDD, using one HDD for PVE and two HDDs for CEPH.
Performance is not great, for the reasons Dietmar outlines (no journal,
not enough OSDs overall) but it's acceptable. If I replaced the two
"data" drives with an SSD and a 1TB disk, I'd get better performance and
more storage, but more $$$ too.
