[PVE-User] apt-cacher and pve

I'm trying to get apt-cacher working on our pve systems. it works great with non 
pve debian systems . we have 50+- servers + desktops.

  in /etc/apt/apt.conf.d/01proxy  trying this:

     Acquire::http::Proxy "http://apt-cacher.local.net:3142";
     Acquire::http::DIRECT "https::enterprise.proxmox.com";

but that causes

Err https://enterprise.proxmox.com wheezy/pve-enterprise amd64 Packages
   The requested URL returned error: 403


  I assume that I've got to put something in to 
/etc/apt/apt.conf.d/76pveproxy

  Any suggestion on what to put there?
