[PVE-User] Clone option missing after upgrade 2.3 > 3.0

Hello to all

now I confirm that after upgrade from 2.3 (with latest update)  to 3.0
Options Clone and template are not available !   ... everything else 
went correct

I did one install from scratch and those options appeared of course

Is there any way to recover these options or I must do install from 
scratch again ?
