[PVE-User] DHCP in NAT'd VMs

hi,

all my NAT'd VMs get the same IP (10.0.2.15) from the host DHCP.
Giving a VM another IP within the same range makes its network unusually.

It's a fresh install of PVE 2.3-13. Is that DHCPing a normal behaver?
