[PVE-User] Configuration Only Backups

Is it possible to backup just the configuration files for VMs? The disk
images are already on shared storage.

Then how do I restore such backups to another cluster, which may have
those VMIDs already in use. In other words, cluster A has VMIDs 101 and
102. Cluster B has different VMs with the same VMIDs 101 and 102. I
backup cluster A. When something happens to it and I need to restore on
cluster B, how do I do that?
