[PVE-User] cluster not ready - no quorum? (500)

I install sheepdog in one of me PVE server: server7. The other nodes
do not install yet.
After I removed the sheepdog in the server7, all run ok.
So, Does one single sheepdog node in PVE conflict with PVE?
