[PVE-User] cluster not ready - no quorum? (500)

hi, dear all
when i create one VM just now, i found this error:
"cluster not ready - no quorum? (500)"
and
Formatting '/var/lib/vz/images/184/vm-184-disk-1.raw', fmt=raw size=34359738368
TASK ERROR: create failed - unable to open file
'/etc/pve/nodes/server1/qemu-server/184.conf.tmp.858209' - Device or
resource busy
root at server1:/etc/pve/local# pvecm nodes
Node Sts Inc Joined Name

3 X 0 server3
4 X 0 server4
5 X 0 server5
6 X 0 server6

all the nodes are disconnected.
root at server2:~# pvecm nodes

then I restart the CMAN, but it failed...
root at server1:/etc/pve/local# service cman start

i am confused that what caused this happened?anyone comes across this
issue and how to solve this? many thanks!
