Hello.

You are dealing with two separate issues.

As Paul said, fail2ban is locking you out from SSH, which is good, 
that's the way it is supposed to work.

While this, after you applied your iptables rules, your 
https://xxx.xxx.xxx.xxx:8006/ should be answering normal. That is, 
unless there is some other firewall between you and your Proxmox, 
blocking your access. The case of intermediate firewall is debugeable, 
but you will have to go low level. I would use tcpdump.
