First: if you assign some resources to the guest, why should it not use
all of them? And it's the guest OS which is doing this not proxmox or kvm.
Anyway the problem I think it's sql server which as standard install it
uses all possible ram when started AFAIR. You can limit the amount of
memory it uses in the configuration.
To be sure check what's using all the memory inside the guest.
