[PVE-User] Two node setup with DRBD cannot migrate vm while offline only

Greetings!

I have a two node setup with drbd primary/primary.
I can live migrate VMs without problem while they are powered on, but if
they are not powered on (offline), when I try to do an offline migration
from one node to another I get this message:


> Executing HA migrate for VM 101 to node proxmox2

Trying to migrate pvevm:101 to proxmox2...Temporary failure; try again

TASK ERROR: command 'clusvcadm -M pvevm:101 -m proxmox2' failed: exit code
> 250


Is this a normal behavior for my setup?
