[PVE-User] Proxmox node is down, how can I migrate the VM?

First make sure the other node is really down!

Then set expected votes to gain quorum:

# pvecm expected 1

Then move the config file to correct position:

# mv /etc/pve/nodes/<oldnode>/qemu-server/<vmid>.conf /etc/pve/nodes/<newnode>/qemu-server/
