[PVE-User] Add new role

Hi,

In Proxmox 2.0 I want to add a new Role "VMStartStop" with rights "VM.PowerMgmt" and open Console only. I hope "VM.PowerMgmt" supports start/stop of a VM. How can I create such a role ?
