[PVE-User] Is it safe to upgrade from Proxmox-ve-2.6.18 to Proxmox-ve-2.6.35 at one shot?

Nothing changed here, 1.9 is still based on Lenny. (2.x is based on Squeeze).
And yes, pls do tests with these upcoming releases as always to find bugs. (just to mention, 1.9 and 2.x will start with KVM 0.15).
