[PVE-User] How to change proxmox GUI IP from 192.168.2.0/24 to 192.168.3.0/24 ?

1- did you make the change at  proxmox-ve menu?  usually you'd make
the change there and press reboot.

2- the change to address , is that a typo?  192.168.2..0/24 looks like
an invalid address to me.
