[PVE-User] "fairsched" still in use with virtio guests in 1.4 (and slowness happen)

All right - after installing it and rebooting the server, I see 
/proc/fairsched* entries only for guests not using virtio.

So technically, virtio guests should not be slowed down anymore (if they 
are for some strange reason, I'll let you know).
