Nevertheless, if he wants all users to have the same role, he can simply do:

# useradd -o -u 0 -g 0 -m root2

# passwd root2
Enter new UNIX password:
Retype new UNIX password:
passwd: password updated successfully


Then, he can revoke access for selected users as he wants.
