Ah, I guess I understand why you are confused now.

The gateway '0.0.0.0' does not mean that packet dedicated to this net
are sent via the default gateway. Instead it can be interpreted as 'no gateway'.
Packets to 192.168.3.0 are directly sent via vmbr1.
Simply test and you will see that it works.
