[pve-devel] [PATCH frr 2/2] frr: bump to 10.3.1

[Gabriel Goller]

Important for us is the BFD fix backported by stefan [0] and an
openfabric fix for IPv6 [1]. Note: 10.3 will also be the version
available in debian trixie.
