Hello everyone,

I'm here to talk and discuss about a possible implementation for bug
4493 [1].

As we can tell from the bugs description, cloudbase-init attempts to be
an equivalent to cloud-init on Windows.

When having a look at the documentation we can see that the user_data
that needs to be provided is slightly different [2].

As a first step I'd like to know what a preferred way of implementation
would be. IMO there are 2 options on how to achieve what's needed:

1. Implement as part of the default configdrive2 generation, which is
used when citype is configdrive2 or the VM has ostype windows set. This
would change the current generation of the configdrive2 type, possibly
resulting in broken setups for people that depend on that.

2. Implement a new citype "cloudbase-init", which would work like the
configdrive2 generator but with slight modifications to match the
expected format for cloudbase-init. Technically cloudbase-init is not
it's own type like configdrive2, nocloud or opennebula but since it's a
different format than used in configdrive2 and is non-breaking I think
this would be my preferred way.

Please let me know what sounds more viable, if it's okay to go with the
first way even if we could break existing implementations or leave any
other suggestions.
